Task Groups - Filter by Attribute at the Automation Level

"Filter by attribute" targeting currently has to be set on individual tasks within a Task Group, requiring manual filtering for each one. This moves attribute-based filtering to the Task Group automation level, along with related UI improvements, so admins can target the right users automatically. Useful for admins building Task Groups for larger or more complex user segments.

Currently the task groups are very manual; the only automation is based on employee start date. Assigning tasks/checklists based on pay band/level for onboarding would be very useful since different groups require different tasks.
