Set Department for Department Goals independent of owners/assignees

Problem:
Department goals are currently assigned to the goal owner’s department automatically. If I add multiple owners from different departments, the same goal shows up under multiple departments, which is confusing.
Request:
Add a way to manually select the department(s) for a Department goal, independent of the users linked to it.
Suggested default:
Pre-fill the department based on the primary owner’s department, but allow overriding it.
Where to implement:
Goal creation + goal edit screen.

Here’s another scenario in which this feature is actually critical.
In an organization, a manager is both a member of the department they report into, and a member of the department they manage. Because OKRs often cascade down the organization, it’s important that a manager be able to: a) own an objective or key result within the department they report into, and b) own an objective or key result for the department they manage.
For example, a multi-channel sales organization, led by the head of sales, may create a set of Sales department OKRs. The head of retail sales is a member of the Sales department. They may own some objectives or key results in this set of OKRs.
Because they manage the Retail Sales department, they have decided to create a set of OKRs to guide this sub-department. In assigning owners to the Retail Sales department OKRs, they may personally own some of the objectives or key results.
This scenario is impossible in Teamflect because Department is automatically set to the value of the Department field for goal owner, and the user Department field can only have a single value.
If Department were a data entity that could be managed and assigned to goals independent of user values, this would solve both these problems.
Another potentially simpler solution with additional benefits: add List as a field type for users so that a user can belong to multiple departments. Then for goals, allow the user to select one of the departments available from the goal owner’s associated group field (which, in the instance above, is Department). This solution would enable flexibility for all Group/Attribute type goals.
