Manager Approval Required Before Closing Objectives

Introduce a mandatory manager approval workflow before an Objective can be closed.
When an employee attempts to close an Objective, it should move to Pending Manager Approval. Their direct manager can then approve or reject the request:
If approved, the Objective moves to Closed.
If rejected, it returns to its previous status and the employee receives an email notification.
Approval and rejection activity should be recorded in an audit trail.
This workflow should apply to all Objectives.
This is important because employee Objectives may contribute to broader company goals. Allowing Objectives to be closed without validation can result in inaccurate organizational progress reporting and potentially affect performance Reviews. Manager approval would ensure Objective completion is actively verified throughout the year, before the Review cycle.
