Goals - Custom Goal-Setting Periods

Our company sets goals (specifically "Development Goals") quarterly. We require employees to have set their quarterly Development Goal within the first 2 weeks of the quarter. Without the control to turn off the ability to create a new Development Goal type, employee's can create Development goals late and we are not able to prevent them from doing so.

Am I understanding this correctly? A limitation on how long you can add goals to a specific time period?
If so, to get around this I would disable "Allow custom date selection for goal creation" and hide the time period in "Goal Time Periods" after the deadline. I think that should fix it, I havent tried it myself though.
I agree that this is not ideal and Teamflect creating an option to set a deadline is better - I voted up!
