Currently the state of 'Finalized' indicates that the review has been completed and it available to be signed. A review is not considered Final until is has been signed by both the Reviewee and Reviewer. Can there be statuses added to the workflow for "Waiting for Reviewee to Sign" and "Waiting for Reviewer to Sign" before the Review is considered "Finalized". Employees and supervisors see the status of Finalized and think the process is complete, creating work for the Admin to follow-up to get both parties to complete the signature step.
