Allow Managers to generate a new review for someone not in their direct team

The current feature is does not make the most of the 'self-serve' benefits of the platform by limiting requests to a managers direct reports only. A manager should be able to request and write a review for employees not in their immediate team without having to go through admin.

It would be great if all those who roll up to a manager could be seen in Feedback- not just the direct report, but anyone who rolls up to that report or falls under their department. We would love to request feedback on all team members that fall under me as a manager, not just the one person who reports directly to me.
