Allow Scoped Admins to impersonate users within their assigned scope.

Scoped Admins can currently view users’ profiles, goals, reviews, and other information, but they cannot see Teamflect from the user’s perspective. This makes troubleshooting more difficult, as users often need to share their screen to show the issue.

Allowing Scoped Admins to impersonate users within their scope would make it easier to investigate and troubleshoot issues directly, while still respecting their existing access restrictions.
