👥 Managers Can Now Help Manage IDPs

Managers can now create and manage Individual Development Plans for their direct reports when enabled by admins.

New admin setting to let managers create, edit, archive, unarchive, and delete IDPs for their direct reports
Managers can now take action on behalf of employees
IDP statuses are now clearer: Draft, Active, Archived
Archived plans can now be unarchived
“Last updated by” details now show who made the latest changes
Notifications and success messages now reflect manager involvement more accurately
